Topic One: Beyond Mythos & GPT 5.5: Imagineering a Future State Cybersecurity Program

Public sector cybersecurity programs are trying to fight 21st century attacks with 20th century organizational operating models. Mythos and GPT 5.5 have made this apparent to a wide audience.

This session presents a near-term, achievable future state model for public sector cybersecurity that fully leverages data science and generative AI technologies, backed by strong governance and leadership—connecting emerging technology with frameworks like NIST NICE, NIST CSF 2.0, and ISO 27001 to present a notional Future State Program for 2028.

Speaker One: Paul Grabow

Mr. Grabow’s three decades-long career includes evaluating, defining, advocating, and driving policies, programs, processes, strategies, and technologies to advance cybersecurity, strengthening the resiliency of computing ecosystems, increasing awareness of threats, and managing risk factors across environments.

Mr. Grabow has held senior positions with the US Senate, Federal Reserve System and Judicial Council of California. He also helped brainstorm the concept of a Federal Scholarship for Service program while serving on the White House President’s Council of Advisors on Science and Technology Working Group.

The presentation covers the fundamental structure and matrix of the SABSA model. It highlights its layered architecture—spanning Contextual, Conceptual, Logical, Physical, Component, and Operational viewpoints—which corresponds to distinct stakeholder perspectives ranging from executives and architects to designers, technicians, and operational managers.

Speaker Two: Ed Covert

Ed Covert is an Enterprise Security Architect and former CISO (Bowhead Specialty Underwriters) and Global Head of Security Architecture (Deutsche Bank). With deep expertise in risk quantification, threat modeling, and security architecture, Ed focuses on bridging high-level cybersecurity strategy with operational execution. He currently serves as the Director of Enterprise Security Architecture and Strategy for Marvell Technologies and is the president of the ISC2 LA Chapter.
